As with the U25 series, some railroads wanted a 6-axle version of the U28B. The result was the U25C, which underwent
the same upgrades and changes as the U28B. Also built for only one year, 71 U25Cs were sold to only six customers.
Division Point will produce models of all customers, as well as those acquired by other railroads
